Spectacular Gem Full Head 1916 Standing Liberty Quarter
1916 25C MS65 Full Head NGC. Originally, Hermon A. MacNeil was to have designed only one signed of his most enduring artistic work, the Standing Liberty quarter; Roger Burdette's Renaissance of American Coinage 1916-1921 quotes Mint Director Robert Wickliffe Woolley, in a letter dated February 28, 1916, as writing to MacNeil: "It gives me great pleasure to notify you that the Secretary Treasury and I have accepted one of your models for the obverse of the quarter dollar. In other words, you have been awarded one-half design out of a possible three designs."
MacNeil, however, would receive a second chance. Herbert Adams, member of the Commission of Fine Arts, sent a letter (also reprinted by Burdette) dated March 4, 1916 to Colonel William W. Harts, secretary of the Commission, in which he recounted a discussion with Director Woolley. Colonel Harts, along with fellow Commission member Edwin Blashfield, expressed concern about the disproportionate number of designs awarded to sculptor Adolph Weinman and explicitly suggested that MacNeil be " ... given an opportunity to make some further studies for the reverse" of the quarter, the obverse of which he had already won. Various authorities gave interim consent for the change, and after a month of revisions, Director Woolley offered his approval of one of MacNeil's reverses.
Many more obstacles would come between MacNeil's designs and their realization in silver, however, and the Standing Liberty quarter issue of 1916 amounted to just 52,000 pieces. The first-year issue ranks as the most formidable key among the regular issues for the series across virtually all grades. This spectacular Full Head Gem could act as a cornerstone for a similarly graded date set. The shining surfaces remain primarily silver-white, though occasional golden accents visit the margins. The strike is pleasing overall, though a touch of softness visits the rivets of the shield. Overall preservation is excellent, and the visual appeal fulfills every expectation for the grade. NGC has graded 20 numerically finer Full Head pieces (5/08).
