Twenty years after designing the Pan-Pac fifties, sculptor Robert Aitken also fashioned the San Diego (aka California-Pacific International Exposition) half dollars (note his monogram), and similarities are noteworthy, starting with the helmeted head of a seated Minerva on the obverse.
