Bremen. Free City Proof 5 Mark 1906-J PR67 Cameo NGC, Hamburg mint, KM251. Highly lustrous surfaces, with light orange toning beginning to appear along the peripheries. With a total of seven PR67's graded by NGC, there is one with no cameo designation, three with a regular Cameo designation, and three Ultra Cameo. With that in mind, one could easily argue that there are just three potentially finer examples seen by NGC than the present piece.
