1815 25C "E" Counterstamp--Improperly Cleaned--NGC. XF Details. B-1, R.1. The enigmatic E and L counterstamps seen on certain early quarters were first described by numismatic catalogers in the 19th century, and are believed to originate from a secessionist vote at the Economite commune in Pennsylvania.
