Extremely Rare Experimental Striking of the 1999-P Pennsylvania Quarter
1999-P 25C Pennsylvania Quarter--Struck on an Experimental Planchet--MS66 PCGS. This is the first example of these rare experimental strikings we have handled. There are four known types of experimental compositions that have been discovered so far on 1999 Statehood Quarters.The first type has the color of a Sacagawea Dollar and a copper center core. The second type has the color of the Sacagawea Dollar but does not have the copper center core. The third type has a slight green coloration and a copper center core. The fourth type has a slight green coloration but does not have the copper center core.
In a recent Freedom of Information Act request for copies of any reports and test results, the Department of Treasury acknowledged that "the U.S. Mint conducted engineering and metallurgical tests as part of its development of an alloy for the Golden Dollar," but would not release any further information.
There are approximately 15 known 1999 Statehood Quarters struck on experimental planchets. Five states are known so far: Delaware, Pennsylvania, Connecticut, Georgia, and New Jersey. Some pieces have sold for as much as $10,000, depending upon which state, which experimental composition, and the coin's condition.
These coins were analyzed by scanning electron microscopy with energy-dispersive x-ray spectroscopy (SEM-EDX) to determine their composition. The predominant metal is copper, followed by zinc. There are also small percentages of manganese and nickel present. Both of the major grading services have certified experimental planchet Quarters.
This piece appears to be of the third or fourth type. It has a slight greenish color, but we cannot be certain if it has a copper core or not. The surfaces are highly lustrous and virtually blemish-free.
