    1989-D $1 Congress MS70 PCGS. Untoned silver-white perfection is the hallmark of this Congress Bicentennial silver dollar, one of only 17 in this ultimate grade at PCGS (1/16). Contrarians try to order the modern commemorative coins that will be unpopular, and in cases such as this, such bets can pay off in spades. The number of "circulation" strikes of this issue made in Denver was less than one-fifth the number of proofs struck in San Francisco.(Registry values: N491)
