Only Two Finer at PCGS
1928-D 25C MS66 Full Head PCGS Secure. The strike on this
Denver Mint quarter is sharper than any that we have seen, with a
complete head and nearly complete shield on the obverse. Even the
small federal shield shows some of its delicate detail. Both sides
are lightly toned with gold washed over the brilliant and highly
lustrous silver surfaces. Population: 15 in 66 Full Head, 2 finer
